What is an International Certificate of Competency? 

The ICC provides documentary assurance from one government to another that the holder meets the levels of competence laid down in UN Resolution 40 which sets the competency standards required to be met and other legal requirements. The ICC from International Yacht Training (IYT) is issued under the authority of the Maritime and Coastguard Authority (MCA), the UK maritime agency. An ICC is required when chartering a boat in the Mediterranean. An optional CEVNI endorsement for inland waters is also available.

Prerequisites for Certification: Sail Canada Intermediate Cruising Standard or equivalent sailing experience, ROC(M) VHF certificate with DSC endorsement, Pleasure Craft Operator’s Card.

The ICC is divided into two parts: the theory and exam and the on-water challenge. HBSC offers sailors the opportunity to complete both portions of the certification. The on-water challenge may be competed on your boat or on an HBSC School boat.

    • This in-person course will provide students all the theoretical knowledge required to successfully write and pass the ICC theory written exam. Over the six sessions, students will gain in depth understanding of the skills required to competently operate as skipper or captain of a vessel in international waters. The theory exam for ICC will be written on the final night of class. To complete the ICC process an on-water practical evaluation (not included in the course fee) is also required.

      Course Fee: $595 plus HST
      (Theory course includes ICC certificate fee.)

    • This evaluation is conducted as a challenge wherein you, the experienced sailor, demonstrate your sailing abilities to the instructor and are evaluated against the ICC requirements.

      The skills involved include successfully demonstrating the following: preparation for sea and mechanical checklist, departing from the dock by springing off, securing to a buoy and anchoring, knot tying including bowline, clove hitch, and reef knot, crew overboard procedures including triangle or figure eight method, quick stop method, or broad reach-close reach method, 360 degree turn, alongside skills in communication, use of lines and fenders, springing on, boat handling under sail including tacking, gybing, heaving to, boat handling under power including correct use of speed and control while maneuvering, vessel handling, communication, knowledge of the buoyage system and COLREGS.

      Conducted on your own boat or on a HBSC school boat with evaluation dates scheduled by mutual agreement. Register and pay through our registration portal and one of our IYT certified instructors will contact you to set up a mutually convenient time for your evaluation.

      Evaluation Fee for 2023 is $320 (+ HST)

    • This package is for students interested in challenging the ICC theory exam AND completing the ICC practical evaluation. 

      The on-water evaluation is conducted as a challenge wherein you, the experienced sailor, demonstrate your sailing abilities to the instructor and are evaluated against the ICC requirements. The theory exam is written before your on-water evaluation (in-person at HBSC) and marked by your evaluator who will review it with you at the time of your practical evaluation. 

      Conducted on your own boat or on a HBSC school boat with evaluation dates scheduled by mutual agreement. Register and pay through our registration portal and one of our IYT certified instructors will contact you to set up a mutually convenient time for your evaluation.

      Evaluation Fee with written exam: $450 plus HST
      (Package includes written exam, marking & review, on-water evaluation and ICC certificate registration fee.)
